Max Fleischer is certainly effed up enough to come up with Clock Man. I'll search there too. Most of the Tex Avery stuff didn't match the style I am looking for though.

Lol. Thanks. I wish I could do the Clock Man more justice, but I am terrible with paint. Imagine that scene in felt, sort of like a cross between Rudolph the Red nosed Reindeer and a 70's version of South Park. Clock Man is not scary enough in my cartoon.

He does have a handful of shorts listed (all have been investigated) but I think the one with Clock Man in it was not a regular on the show. He only appeared once. the show ran for 3-5 hours a day from 1979 -1990. 260 episodes were created. Clock Man is hiding in one of those shows.
