It's a known fact that New Monarchy is the least represented faction in the crucible, and a known fact that Executor Hideo has been known to use desperate methods to gain a foothold in the crucible. Dead Orbit's involvement in this whole matter, was to discreetly put an end to these shameless acts of heresy and poor sportsmanship conduct.
