Trying to work around the lack of voicechat in the tower. Edit: for ease of reference, I'll name the language "JSL". If you know any youtubers, please spread the word.
REVISED JSL (per Spartan 0405)
1) Anyone who wants to do the special events meets in the special event area and sits in the grass.
2) Want to do the story mode meet in the Speaker's building and sit.
3) Want to do Strikes/Raids meet by the classes vangaurd leaders and sit.
4) Want to do regular Crucible meet by the Crucible Vendor and sit.
5) Want to do patrols meetup at the loading docks and sit.
[Original Post -- possibly could be used for very quick fireteam checks and people dead set on a specific gametype.
It occurred to me that it would be easy enough to use gestures to signal when people are trying to team up. An imperfect replacement, but workable if enough of the community embraces it. Consider the following:
1) We designate the landing where you arrive at the tower as the spot for people to assemble when they are looking for a game (people generally run to whatever NPC they are looking for so newcomers will not crowd that area for long).
2) We employ the following key: (A) dancing denotes that a player wants to join a fireteam and play crucible; (B) sitting denotes that a player wants to join a fireteam to play story; (C) pointing denotes that a player wants to join a fireteam for strikes/raids; (D) jumping denotes that a player wants to join a fireteam to run patrols in explore mode; and (E) crouching denotes a player wants to join a fireteam and is open to any gametype.
3) Specifics can be worked out in fireteam chat once the pairings are made.]

I think they should add a proximity chat to the Tower
