If you abandon a mission does it come back? Do you have to go to orbit to reset it? I notice the beacon light goes out when you abandon quests

I abandon them all the time. They respawn in about 10 minutes, no need to go to orbit.

They respawn eventually, but not always the same mission, but same location.

Patrol beacon never ever change location.
