Trade freely but items gained this way are 'locked' and have to be 'unlocked' through spending motes of light/glimmer depending on the level of the gear etc. so that you still have to earn any of your gear but you have some control over what you get.

Yeah that system would probably work decently well but it would have to be regulated. People always find a way around stuff like that!
