Yes she is, and I LOVE it!! Wish she had more lines or a more significant role. In fact almost all of the Tower NPCs are voiced by really great actors. Gina Torres, Lance Reddick, and Nathan Fillion are the Class Vanguard reps, and Shohreh Aghdashloo, Peter Stormare, and James Remar are the Faction reps...plus a bunch more.
