Figured it out. That center reticle isn't a loading spinner that is actually your cursor. So that being said all you need to do is use the analog stick like a mouse cursor and select your character (or create a new one). I feel like a total asshole, but ultimately it is a UI failure. O well, at least I can start killing all the things.
