It seems this is not just a university issue. I am using my home network with Comcast and have connection issues (centipede, baboon, etc...). Ports are forwarded, NAT open, wired and wireless with good signal quality, no issues ever with any other online games with any systems. Only thing that comes to mind is perhaps because this is some sort of P2P issue then maybe certain ISP's are disrupting the traffic because they think it is illegal file sharing (I have no evidence, just throwing the idea out there).
