The schools are, in fact, allowed to block whatever they please. They own the servers and allow the students to use them. However, it was entirely the responsibility of Bungie to work around this issue, or at least make it plainly obvious that a large number of people would be unable to play, given that there was undeniable evidence well before the game's launch. The fact that this didn't happen is extremely unprofessional.
