I doubt that will happen. It could possibly be a perk given to you by wearing a certain pair of gloves, but we'll have to find out.

I don't remember which, but there was a gun with an on-the-go reloading upgrade.

Oh I'm sure. There's a ton of perks that gear can come with. As we've seen, there is gear that will give you skills on a skill "tree" even if you don't have that selected (I'm referencing the the level 20+ Titan gameplay).
