Yes, they provide buffs when you reach level 2 or above on the individual cards. For instance, reach level 2 on the assault rifle card, get more experience per kill with assault rifle. And then they have others like more glimmer per kill of an enemy type. Permanent buffs for getting higher grimoire ranks essentially. Very cool
