This is a great idea for most games, but for Destiny it doesn't fit Bungie's idea of earn your place attitude they have for their game. Also this would be giving people who preorder a decently unfair bonus to start the game with where as those who don't preorder will have to deal with whatever shitty gear they have until they find something to replace it. Honestly if the gear lasts long enough to get me past level eight I'd be perfectly content.
(Good example of DLC gear that didn't make a difference in game would be the Dark Souls 2 preorder bonus. The gear was pretty much extremely low durability versions of other weapons and shields.)
