Hope they get regulated & banned I suppose if your refering to really bad ones that instantly got the best stuff, unkillable, 1 shot people with whatever they want, speed hack, etc. that kind of stuff needs swift & harsh action. As for moders it depends on the argument, are they modding to make the game better like with graphic mods, did they loose all they're data & just want they're stuff back? Debateable but truth be told the bad modders will ruin it for the good ones so most likely Bungie will have a zero-tolerance policy or the like. Also I recommend Moderators be secretly under-cover in contact with the community to follow how the community is. Banning them or permanetly banning them won't stop it if they make a brand new account.
