Its an excuse to add micro-transactions and bait people into buying things they don't necessarily need but purely to just "have" them.

I agree. But DLCs don't [i]have[/i] to cost anything. Like when WoW would add additional zones sometimes for free with the weekly downloads between expansions. That's more what I would be hoping for.

True, it would keep people from feeling left out because they did not buy certain content and make things feel fresh.

Right. I meant that it could be worked into a coming DLC, not that it be it's own. Or they could add between expansions like WoW did with some of the added zones and dungeons.
