What would have happened if he gave Order 69?
There stood the Emperor. Cool, secure in his place as ruler of the known galaxy. He picks up his communicator and says:
"Execute Order 69."

Order 69 was one of a series of contingency orders which the clone troopers of the Grand Army of the Republic were secretly programmed with. Unlike Order 66, this order demanded that all attractive female Jedi were not to be executed, but instead captured and married off to the most successful trooper(s) in the capturing unit.
