This would be a great idea however the work would be pretty substantial. I see two different outcomes of this idea.
1. Players submit their ideas in drawing or pictures or whatever their idea is, then the devs at bungie use a program (like 3ds max or something) to create it and put it into Destiny.
Problems: devs would have to take time away from patches/dlc/etc to create high res/textured player weapons with no benefit to themselves (not saying that they should have a benefit, its just that Bungie is a business and the employees need to get paid for their work), and im sure the devs already have their hands filled.
Or
2. Players create their own high res textures/meshes (with standards set by Bungie) in a program such as 3ds max and then submit their ideas to Bungie.
Problems: people who wish to submit their ideas would have to have significant knowledge with modeling programs in order to make their ideas ready to use/put in the game.

It's entirely possible to use a sketch in 3ds max and turn that sketch into a model. There is actually multiple ways they could do this. They more than likely also have a blank version of each type that they use as a pattern.
