Nothing is confirmed at all. Bungie has not stated anything about transferring or not transferring items. They are still undecided so this is speculation on a quote, not confirmation

Bungie has not made their announcement on the transfer. It will probably be announced after the 26th or 27th. This is not confirmation just inferring to the fact that the characters will be wiped. If you have an official announcement that Bungie tweeted/posted then that would be different but until then this is not confirmed.
