Yes Edit: If you're not sure if you're a victim of issue #3 you can try using the beta on your machine from a different account. It works fine on other accounts on my ps4, just not the account I used the vault/deleted a character on. The only reason this is really an issue is because we're just a day away from the 26th and I would hate to miss whatever is planned because I deleted a character.
