The fallen are scavengers, they stand around broken planes because they are looking for scrap to help build up their race. The hive appear in breeding grounds because, while on the earth they want to get their population up. Breeding grounds are worth defending in their opinion.
However, the world does need a bit more colour and life as I really liked the idea of fallen climbing walls but not experienced it in gameplay yet

Well even though they are scavengers they never really scavenge(they walk around or stand around certain areas and that is it). Then defend these poor scavenging areas to the death, your argument explains why they are there but does not excuse what they are currently set to do. Also for the Hive I did say in my post kill on site is an ok behavior for some and that was mostly referring to the hive. As for colour since it is a desolate area I think they currently have a good palette and we will see more colour as we come to different maps (my issue with them is that they are pretty but not much else). Although we can agree that the AI do need some reworking.
