The problem with this is that there are so many instances of the same world in Destiny, and that players dont really stay in the same location for extended periods of time in order to witness the Fallen setting up a base. A players first instinct in an FPS is to kill, kill, kill and I dont think we would sit by and watch the fallen set up a base (I personally would) but its hard to have lasting effects on instances of worlds that dont last long enough to be effected.

For example if a fallen ship jumped in and released two waves of enemies then dropped a small base (defensible supply drop) that completely removes the need for players to stand still. Also with the Hive busting from the ground that would also be simple to do regardless of player influence. My idea would ultimately need to be done creatively in order to work and if it was attempted wrong could easily be botched.

But that base would not effect the ongoing battle between the two. The two factions have their set spawn points, and those will be difficult to make dynamic with one factiin beating out the other. Besides that, the players kill all of the enemies on the field anyways. Its hard for either side to make any progress when all of their field troops are being trampled by guardians.

No but the base being present would trigger a change in the AI spawning, after all the base was supposed to be set up when the Fallen overwhelm the Hive which would be scripted to happen within the loop. Therefore more fallen would spawn and begin destroying the hive presence while less hive would spawn to be eradicated by fallen. When the reverse needed to take place the hive would spawn more than the fallen (surprise attack) and a changeover would essentially occur. Also because this is all scripted drama the changes would not be player driven, it would just changed what and the player observes/battles.

Except Rift wasn't a shooter, and while Tabula Rasa was, and had very dynamic interracial/interfaction warfare it got stale quickly as there was never a lull in the action and traversing a quest area was death and respawn nightmare.I would enjoy greater TIMED battles between the factions like the current one at sky watch but beefed up every couple hours

I was conveying a concept in my post so I didn't go into huge detail about it. The timing of these battles and when they would take place would be important factors when or if they decided to make use of the suggestion. However in its current state the battles are constant and have gotten stale quickly which is why a more complicated loop is needed.
