You simply create a group and in admin tools enable clan status. That being said though; starting up a clan and gaining traction is almost impossible these days it seems. I've been at it since May and no avail. We have about 14 members, 7-8 active members. If you'd like we'd be more than happy to add you to our ranks or at least have you join our alliance. We're mostly into pve, so we're looking to expand into a larger group capable of raiding at any given time. However we will be venturing into the crucible for exclusive events ala Iron Banner style things. Message me if you're interested =]
