No idea why you think this. Are you playing alone or with friends? I think the game is extremely engaging. Yeah they can do things like make more public events and have them more often but hell man... It's not "LIFELESS"

You say it is engaging but please explain how it is so? Sure I'll grant you that there are players running around the map and that you can play with friends. But everything you can do with them is currently boring because your interactions are limited to dancing, exploring and shooting things. With the latter two being tedious, boring and completely unrewarding as things are now. Lifeless may not be a 100% accurate term but currently it is the best one that describes the AI, NPCs, environment and missions in their current state.
