At first I disagreed having better read your point I agree there needs to be more interaction with the environment and more change to it depending on general player influence (more fallen killed less fallen territory or soldiers in firefights with other factions)

I almost completely agree with you except with the part that it must be player influenced, I would really like that to happen. However the suggestion I put forward with the Hive and Fallen benefiting from a more thought out scripted/spawning event cycles would probably be easier and more viable to implement.
