You can play story missions and free roam without it. However you will need it to play any other game modes and I believe in order to play with other players as well.

Yes, for the PS3 users; all modes should be free judging by quotes from both Sony and Bungie representatives. PS4; however, will require you to have a Playstation Plus subscription in order to do Strikes (Like the Devils Lair) and the even more difficult Raids, as well as the PVP modes. You WONT need a Playstation Plus subscription for the PS4 just to experience the main game and narrative (YES; that includes making fireteams with your friends and doing cooperative story missions. As long as you don't try and go venture into a Strike or Raid.)
