You've got to remember that character level only impacts hp and equitable items. All other aspects of character development are factored through levelable items. I.e. If you get a foci or item that requires level twenty just to equip then each time that item levels up is basically a level past twenty. A good example of this is the legendary gear purchased with motes of light from the speaker. You gain motes for leveling up past twenty and you need a lot of motes to just purchase a full set of the gear. After purchasing the gear you then have to level it to unlock all the perks. Once you have all of that gear completely leveled your character level will be 20, but it might as well be 40 or 80 once you factor in the level of your equipment.
