Rounding up, African Americans represent 13% of the population. To normalize the FBI statistics into a weighted rating, you simply divide the motor theft percent by the population percent, which yields: White Americans: 0.91 African Americans: 2.61 2.61/ 0.91 = 2.87 This indicates that African Americans are 2.87 times more likely to commit motor vehicle theft. Note: This does not reflect my opinion on anything, just wanted to provide clarification on how statistics should be used in circumstances like this.
