In addition to what's already been said, here are some more things to consider: 1. Although I'm not completely sure about this, I don't believe there is a way to guarantee a credit card number exists and is bound to an account without going beyond simply checking its validity. That is, contacting/communicating with financial institutions the account the number belongs to. 2. Credit card numbers typically just need to pass the [google]Luhn algorithm[/google] test. They don't have to exist. 3. Unless there is some kind of enticement for verifying an account (extra features, perks, badges, credits, points, bonuses, etc...), nobody is going to do this. Nobody is going to verify their account solely for their mutes to have a global effect. And if people are forced to do this when they create an account, it's just going to become a hassle for them that really shouldn't exist. 4. To not include as many people as possible in the calculation of global mutes runs contrary to what the community as a whole wants on the site (within the ToC/CoC, of course).

1,2) That's fine, the CC thing was just an example. The point of the post is not about the method used to verify, only that verification would solve the global mute/hide issues. 3) There are plenty of people who want this community to be great, evidenced by all the threads complaining about the global abuse. I bet these people and many more would verify an account. The incentive is having an impact on the community as a whole. 4) The problem is that we don't count "people" we count "accounts", and as we've seen, a few people can have many accounts. I disagree that the goal should be to include as many accounts as possible, because that leads to those abusing the system having the most control. The goal should be to include the highest ratio of people to alts.

The average user who visits here to talk about Destiny isn't going to care about going through another process after joining to verify their account just so their mutes count/count more.
4) The problem is that we don't count "people" we count "accounts", and as we've seen, a few people can have many accounts. The goal should be to include the highest ratio of people to alts.
No, the goal should be to include as many people as possible, but have their reports/mutes weighted according to their standing in the community. For example, a new account's weighting should be extremely low or 0, because they cannot be trusted to have that much persuasion over the system. Similarly, an account with a history of making bad reports (or no reports) should also have a low weighting. On the flip-side, someone who makes good reports and has been here for a while is more likely to know what is appropriate/inappropriate for the community, so their reports should count for more. This gives everyone a voice, just not one as loud as each other's.
