It's a nice idea in principle but for application?
It would seriously piss a lot of people off and most likely drive many away.
Whenever my 360 asks for my Blood Type, Phone Number and a 3rd Email address it pisses me off and makes me more and more glad I'm getting a PS4. Same with google+ and youtube, always asking for my phone number like a stalker.
Also... Putting credit card details onto the internet for verification purposes? lolwat?

Just like now, where you can go to your settings and add additional information about yourself, they could add an account verification section. Literally nothing about the user experience would change for any alt account. Only those that wanted to verify their accounts would then do so. Yeah, I'll admit giving CC info does seem a bit sketchy, but I'd trust Bungie. In any case, the ethos of verification isn't important, as long as it can uniquely identify a person, or at least be more difficult to get more.

Many websites use the credit card for verification purposes. The United States Government, in some cases, does too. They don't charge your card, but they verify that it matches the information that you gave them. Works out pretty well, actually.

I could see that working with an official government website but I'd be a bit hesitant to put it onto a game developer's website, even one like Bungie.

I don't think it's a good idea for Bungie's website either, but the credit card verification system does actually work for some websites.
