I imagine it is to reduce the amount of people that change their names in order to avoid a server crash or cause a problem in leaderboards due to a lot of users changing their name constantly. Otherhan that, I can't think of ither legitimate reasons.

Behind the scenes it's more complicated. When Xbox Live first came out you couldn't change it at all, so when the 360 came out, they thought: "Alright we'll let em change their GTs but they'll have to pay each time."

It probably has to do with updating a bunch of shit and stuff I don't really understand. In all honestly they should just make you set a username and let you change your display name, like Steam.
