Does the country have to be in South America? I was thinking of Mumbai, India.

Try Cuba? (Is that considered South America?) It's illegal for Americans to fly there IRL, but in the game, it could be different.

Actually, yes, Cuba is from south america. But a setting there, could be hard and actually, cuba is very dangerous. We research in-land. In any case, sorry, but cuba not.
