Out here in the socialist/communist hippie liberal country of California we don't allow pets into stores, save actual pet stores.
There's numerous reasons abound: People allergic to pet dander, those scared of dogs, bad animals, irresponsible owners, blah, blah, blah. There are signs posted on every business that excludes all animals except service animals coupled with the fact that this as been this way since I was a child (two+ decades now.)
Yet on a daily basis I see some idiot pet owner bring their dog into the store, and flip their shit when they are told he's not allowed.

Well it's much the same way in the midwest. Dogs aren't allowed very many places. I own a dog but I consider myself to be fairly smart.

I hate it when people do that. And it's always those tiny dogs that have annoyingly high pitched barks, so they think that if they pick it up and carry it then the rules don't apply to them.

A store is not allowed to ask if a pet is a service animal, which is why so many get away with it. Also, "medical companions" are a step under service dogs and easily obtainable.

I never see people bringing their pets into stores. I think the people who live in your area may be morons, but not pet owners in general.
