In the IGN Destiny Behind Closed Doors Demo, you see that when the Player shoots the gun and *apparently* hits the Fallen's head, it goes CRITICAL in white text. The text then floats upwards and disappears. So, I think that this does mean critical hits are in Destiny, BUT they are only if the player makes a headshot. Kinda like the BR being a 4sk if you hit the head everytime as opposed to hitting the body, waiting until the shield break, and then putting a final shot into the head.
Anyways, this happens at 5:37-5:41 in the video. It also happens later on. IMPORTANT: THE LINK STARTS THE VIDEO EARLY, SO THAT YOU CAN PAUSE IT AND SEE FOR YOURSELF. (STARTS 7 SECONDS EARLY. REMEMBER TO WATCH 5:37-5:41.) And there is an unavoidable ad first.

I would guess that any headshot is an automatic crit yes. But it needn't be limited to headshots. With the amount of weapon customisation in the game I would guess crits are a significant part of that too. Say, you unlock a skill for your weapon "After using space magic X, your weapon will crit for the next 3 seconds". So it gets you to adjust how you play and build a different play style. Of course this is just a guess, but it's how a lot of passives work in MMOs and even Borderlands which this is being compared to.
