A rare item that can be bought by anyone with the cash for it? How is this a rare item?

I guess that depends on how you define rare. I think rare from a merchant would mean that its more powerful than what merchants typically carry. maybe the equivalent of something of moderate rarity in the field. I don't think anyones suggesting that super rare/the best items in the game should be sold by a merchant. that would defeat the purpose of loot hunting other than for money to spend at the merchants. Idk what others think, but I want the merchants/shops/whatever they will be called to still be useful while not breaking the other aspects of the game. its the same way i feel about crafting/modding existing weapons. otherwise why include them at all?

I am very interested in what you would define as usefull, where would you put the border of for sale and to legendary to be sold by mere Merchants? How strong must a weapon be before it is considered too good to be for sale? I'd put it at weapons that are more rare then the average lambo

Legendary should never be sold by run-of-the-mill merchants. I don't have the math to back this up so maybe the percentage should be smaller, but maybe the top 5-10% of weapons of a given level would be "too rare," meaning they are on par with an average weapon of a higher level. This means when you reach a given level you might be tempted to buy something from a merchant to help you out, but by the time you level up again you probably found at least one gun thats better. Hell, you might already have a lower level rare/legendary weapon thats equivalent or stronger than anything the merchants are selling. That said, I wouldn't be against there being "Legendary craftsmen" or "legendary merchants" who spawn rarely (~1% of the time, maybe?) in a randomized set of hard to reach locations, and sell goods at extraordinary prices, making them almost impossible to find reliably, much less farm or exploit. Finding them would be an achievement in and of itself.
