Pffft. -blam!- youuuuuuuuuuuuuuuuuuuuu! I have the bribery Perk. 50-1200 Septims (depending on the crime), and that Guard makes my bounty go away. lol

I go to jail and try to pick the lock and get back my stuff but if I'm in the middle of a quest i just pay the bounty.

Pay however much it take to make the guard look the other way, and then when he/she turns to walk away sneak up behind them and then pick their pocket and take back however much gold I paid...either that or just choose to go to jail and then take all of my stolen stuff back from the evidence chest....I'm actually kind of surprised that none of the guards have ever pitched a fit about me emptying the evidence chest every time after I've served my sentence.
