Cortana aside, Bungie's franchises haven't featured under-clothed females. And given that Cortana's "worst" appearance was in Halo 4 (or should that be Halo Phwoar?), which wasn't even made by Bungie, I think we're on fairly safe territory.

I'm not actually really concerned with under clothed women, but more like armor features on females that are just fanservice, turning into something that's actually impractical.

Really? Eh, I find it difficult to take a character seriously when they're clearly designed to get teenage boys excited. The impracticality of lingerie-style armour is simply an added annoyance.

Oh, what I meant by that is that I don't think that Bungie putting women in chainmail bikinis will be a thing. Of course I'm not down with bikini armor. But in the context of Bungie, my concern is armor on women that has unnecessary emphasis on lady parts.

Cortana is wearing "pants" in Halo 4. Form fitting, but still. So in that sense Halo 4 is her most tame appearance. Her least-clothed iteration was HCE, where her ass was exposed.

I know we can't blame Lorraine! She made her view on this matter quite clear with Konoko. And I (yes, even a breast-addled male like myself) see the validity, practicality and reasonableness of her position. I will say however, that buxom heroines is not solely limited to targeting just male audiences. One look at the romantic fiction section of any bookstore (and the cover-art therein) tells me that women are also (for similar or different reasons, I do no pretend to know) drawn to cleavage and the curves of a woman's torso.

Here's another relevant Jenna video. For that, from experience, it's more like, "damn, I wish that were me." I wish I were the hot chick with the small waist and lolhuge boobs and Fabio all over me. It's like penis envy, but with chicks.
