Look at all his games that he gets 1st place in. He joins up with a friend and has his other account quit out so he gets 1st place every time. How can this be allowed?

Why are people defending these actions? Forget about the people behind the account, the fact of the matter is that account is abusing the system using known "boosting" aka cheating techniques. Ban the account, end of story. If he buys another account, who cares. At least it will deter them from doing it again.

I would just like to add my 2 cent. While i don't condone cheating or boosting, nor do i do it. When people play games and/or surfing the Internet, really anything where you arn't held accountable or are a anonymous person, people tend to act differently. I'm honestly asking that, because I have never heard that anywhere before. Assuming that is the case, I still don't understand your apparent extreme level of impatience as far as EXP/leveling up. If you're good, you'll level up pretty quickly. Is the fate of your family tied in with your EXP level in some way? What is it that makes this so urgent?

I doubt his gamer tag was hacked, more than likely one of his buddies was doing the boosting for him. or could have been a different time zone. And about his Armour and him having no enemies killed, again his buddies probably played some coop, joined him in but he didn't actually play, just spawned in as his buddies advanced through the levels and got the skulls for him.
