Why didn't the covenant let the humans join the covenant?
I've been thinking, and I can't find any reason that the covenant wouldn't, for lack of a better sci-fi word, assimilate the humans into the covenant like it did the Elites, Grunts, Brutes, Drones, and others?

the covenant doesnt "let" anybody join. they conquer other species entirely and then assimilate whats left into the covenant. from there, those species repopulate, but remain part of the covenant. so if they beat humanity, then they will eventually enslave us, and we will become part of the covenant.

The covenant don't really understand what the halos do. They think it is the link into the Great Journey but the humans know they would be the catalyst for galactic suicide. So, the humans were not aloud in because they did not follow the religion.

Another plausible theory is this: They made contact with the people of Harvest, and decided to challenge them to an interstellar cookie baking contest. When they won, they got so upset, they bombarded the planet, and declared open war upon the rest of humanity. Just to show how evil snacks can be.
