If you show significant improvement, you will go up. I've taken accounts "rank locked" at various levels and got them up with winning about 80% of the time. In other words, 4-8 straight wins per skill level. This is about how many it took to move 1 in H2 once you got 25 and up. The only time this isn't true is if you are playing in a mixed skill party where you teammates are more than 10 skill levels apart from you or in lists with a very low player pool where you cannot find quality matches against peeps of equal or higher skill level.
