Yes, if both of you have never played a game of snipes and you both only play snipes with each other, you will level at exactly the same rate. If one of you plays even 1 game without the other, you will then not level at the same speed. As far as I (we) know, time has no effect on your sigma/MU. In other words, not playing for a long period of time will not change your MU/sigma. If you quit for 6 months and then go back to LW, it would be no different then playing the very next day.
