The numbers next to the side mean that you need to have that skill level to become a player of that rank. For example, I'm a Colonel Grade 2. I don't have a 45 in anything, so I haven't ranked up to brigadier yet. If I get certain amounts of experience, I'll rank up in my grade of colonel, not my rank.
