He has fewer games played on his account so the system is still trying to determine his proper skill level. You've had a high number of games on your account so it will take more wins for you to level up. In TS, it looks like you played about 8 games and won 5. You will have to win consistently against higher or equally skilled opponents to move up. He on the other hand, can go up or down after each win and loss until he gets a few more games in.
