From what i can tell from your explanation, mu is your win/lose average, while sigma is your standard deviation from that average. This whole system is easier to understand if you know what standard deviation is. Basically, it's the average amount that you deviate (or attain an amount outside of your average) from your average. This means that if you are a fairly consistent player, then having a win streak or lose streak will affect your sigma more drastically than if you were a less consistent player.

The sigma True SKill uses is not really sigma (standard deviation). They drop it regardless of performance. It is just a plug. If they used real sigma, streaks would matter.
