A clear problem is that you are failing to understand the communities overall point against recon armor's purpose. Sure, you/bungie are "listening" but you obviously are failing to get the point. People don't misunderstand what you/bungie are trying to do with recon armor, they just think it's stupid. You've gone on and on creating a typical stickman argument by asserting that we all just don't understand your intention with the armor perm when that argument is blatantly moot. You could tell us the armor's specific intention was to fart fully blossomed cherries and you would get the same response; "wtf?". The overall intention of recon armor's purpose in that it is supposed to be a way to push people into being positive supporters of the community was a good one. However, only a small percentage of the player base will ever realize this is going on, thus making your potentially-positive community basically this forum. That, coupled the the fact that the recon armor isn't a big enough incentive and there isn't a clear cut way to be a positive member of a community, aside from our own definitions based on common logic. This would suggest that bungie is going to giving out armor to people who are polite in-game, on the forums and/or add "X" factor to the community? You can't be watching this in full and you simply aren't meaning many people who are positive members of this community will go without said recognition for the entirety of their stay making you/bungie's attempt at the recon armor's grand intention futile.
