A section called ONI created the Spartan I project because of the current rebellion. Unfortunately the Spartan I project failed and was disbanded. However the Spartan II project was a success. The Spartan III project was put into effect near the end of the war in an effort to defeat the Covenant by sheer numbers. The Spartan IV project was created after the events of Halo 3, not much is known yet.
