SPOILERS AHEAD
At the end of the fourteenth level in halo wars, Forge kills the Arbiter (Ripa 'Morarmee) by stabbing him in the neck and then impaling him with an energy sword. Then, one of the spartans rolls the arbiter's body [b]and armor[/b] off the edge of the structure. If all of the covenant are killed in the supernova, then how could the arbiter's armor have possibly been recovered.
The shield world was far outside either the covenant or UNSC space and therefore, only the small factions of each were in the area.
Therefore, i don't think the arbiter from halo 2 and 3 (formerly Thel 'Vadamee and now Thel 'Vadam) doesn't have the original armor. This brings up the question, could every arbiter have new armor that was constructed in the old ways?
If every arbiter has been disgraced and serves as the Arbiter in order to regain their honor through death (which is Cannon), then wouldn't the armor be left behind with every arbiter's life? It seems like at least some of the arbiters would've died in a massive explosion or got left behind, or something to that effect. We also know that the Arbiter from the [url=http://halo.wikia.com/wiki/Grunt_Rebellion]Grunt Rebellion[/url] was killed as well as the Arbiter from the [url=http://halo.wikia.com/wiki/Taming_of_the_Hunters]Taming of the Hunters[/url]. In fact, the only arbiter that we know of to survive is the arbiter from Halo 2 and Halo 3, Thel 'Vadam.
Along with this, it seems as though the mausoleum of the arbiter doesn't actually hold remains, but is a memory of kind of thing (like the tomb of the unknown soldier outside Washington D.C.)
I believe that because of all of this, the arbiter's armor is not passed down from and to each arbiter, but rather recreated for each arbiter.

what if the armor was designed to be old, to test the arbiter's abilites. This would hold true with Sangheili honor as Clan leaders often had assassins sent after them after their recent promotion to Clan leader (Halo: Cole Protocol).
Sangheili are always trying to test their abilities and prove themselves better than their peers to gain honor. If the arbiter could fight without any advanced tech, he would obvious be superior to any other Sangheili that might go against the Prophets (kind of a scare tactic for the Prophets).
