Could the big hologram on Epitaph be Offensive Bias instead of Mendicant?
The Forerunners would not have wanted to honor Mendicant in any way, so why would they build a tomb or write an epitaph for him? Instead, I think that Epitaph could be a monument for Offensive Bias who they created to combat Mendicant Bias and Gravemind. They constructed the building that Epitaph is at the top of to honor/store Offensive Bias which would have been seen as a savior of sorts. This may have already been thought of, but all I see is "Oh, Epitaph is Mendicant Bias's tomb! Let's go find the tomb everyone!" so I thought this would be fresh.

It is most likely none of the books will expand upon it because it is one of the great mysteries of the Halo universe. People believe they reproduced with humans which is what makes us Reclaimers. There are several theories and there is no way to know which is true. I tend to go with Ascendant Justice because they seem the most accurate. I do not really know what you mean by the sentence about the Forerunners and the Shield World and the Ark. We know for a fact there are no Forerunners on the Ark (even if there were they are probably dead from Halo activating) and in "Ghosts of Onyx" we learn that none of the Forerunners made it to the Shield World but we do not know why. In Halo 3 we find out why none of the Forerunners were in these Shield Worlds due to the Terminals. It is very possible several Forerunners left the galaxy before the Array was activated (as stated by Ascendant Justice), but even so that means they were not around to build this memorial. There are more than enough hints indicating the Forerunners are long gone. The community takes the those hints and creates what we think is the correct answer. Think of it like science.
