I am going to have to say that it's a tie between Kai Leng, Saren 2.0- I mean the Illusive Man and the Catalyst vent boy from Mass Effect 3.

He's a dick yes. That doesnt make him a bad character. Palmer on the other hand....
He's so arbitrary. There is no explanation why he is hot tempered. Like the first time he speaks he acts like a dick. I predicted exactly what was going to happen to him. He was going to be replaced by Lasky because Lasky is portrayed as noble/trusting leader while Rio is portrayed FOR NO reason as a doucher. His temper just doesn't make sense. The Master Chief who is the most Forerunner informed human in the galaxy. Like if the Chief said, "The Didact is going to compose us all with this thing, we need to stop him", I would 100% support him because he and Cortana are freaking experienced with Forerunner issues. What does Rio do? With no substance, says the MC is "outdated" and all that Bull.
It's really weird. He seemed like a pretty reasonable character in the books. Perfectly level headed, but just too by-the-books in the opinion of ONI's head officer to be the perfect fit for the role of the Infinity's captain. Then in Halo 4, sudden rage and dickness. I don't get it, did he fall prey to the stress of piloting a starship or something?
Well look at it from his perspective. He's commanding basically humanities only real tool to defend themselves, it gets sucked into a forerunner planet and crashes and gets attacked by an actual forerunner, all he wants to do is get the -blam!- away from that because they have no idea what their up against. He obviously made a bad call in leaving entirely but from his point of view it was the safest option.
