Yes, there's already a project in the works from a private sector. They've received their first wave of funding. The downside is of course is that in order to get the funding, they had to prostitute themselves into making it a reality television event likened to "Big Brother on Mars". Possibly... currently, right now, we don't have the technology to go to the moon (it was faked in the 1900s, it's only logical) so, we might go to the moon by... 2030? Then it's only a matter of time 'til we go to Mars, but there is the matter of prepping the team, etc. So... maybe not a base, but we most likely will have visited.
