If you think about it, he's achieved more than some of the other council members, yet still didn't get the rank.
Anakin had his own padawan and even defeated Darth Tyranus alone. Defeating a Sith lord should be an instant rank of Master, yet he wasn't granted the rank. Why did they deny it from him? They did state he was a bit young but Mace Windu and Obi Wan aren't far off. To be honest, if you set episodes 4, 5 and 6 aside, if he were to have gotten this rank, Sidious's plan would have failed.
Sidious was expecting the council to deny him his mastership, although if this were to happen, he wouldn't be able to give Anakin leverage against the Jedi council.

He was too young, and still have too many 'issues' (Yoda could sense his anger about the loss of his mother, and he was 'secretly' in-love) The council could sense this, and in result denied him his rank as a test. Obi-Wan said, the council are being cautious because he had acheived so much so soon, and that he should be patient as it won't be long. The test turned out to be necessary, as it was kinda his last. And who is them Padawan you speak of? Your not refering to the Clone Wars cartoon are you? I'm not sure if that is considered true canon. (cause it was upheld within the movies. Movie canon > else) I've watched a bit of Clone Wars, and I've seen other bits that conflict with movie canon.
