C'mon. I know many of you have had a crush (or....er...more) on a cartoon before, rofl!
I know I've had, many times.

If video game characters count, then Yuna from Final Fantasy is definitely top of my list. But as far as cartoons, nah. I guess when I watched cartoons I was to young to really have an attraction to a character.

This isn't an issue with dubs only, I've seen happen lots of times in the original JP versions. Sometimes they don't sync them properly, or the flaps go on and on while the person is talking. Unless your specifically looking for it, it's not really all that noticeable. That is, of course, assuming they didn't do a terrible job at it.
